Access and Privacy

The City of Beaumont is subject to Alberta’s Access to Information Act (ATIA) and Protection of Privacy Act (POPA).

ATIA governs the public’s right to access records held by public bodies, promoting transparency and accountability.

POPA is the legislative framework by which public bodies may collect, use or disclose personal information and requires the protection of personal information held by public bodies.

The City is committed to openness, transparency and accountability, while protecting the privacy of individuals. Access to information and the responsible handling of personal information are essential to maintaining public trust and confidence.

Protecting your privacy

Individuals have rights regarding the collection, use, disclosure and accuracy of their personal information held by the City.

If you have concerns about how the City has handled your personal information or wish to request a correction to your personal information, you must submit your request through the following forms.

A privacy complaint may include concerns about how your personal information was collected, used or disclosed.

A correction request may be made if you believe there is an error or omission in your personal information held by the City.

Completed forms may be submitted in person at the City Administration Office or by email to legislative@beaumont.ab.ca.

The City’s Directory of Personal Information Banks (PIBs) is currently under development and will be published once finalized.

Make an Access to Information Request

Begin the process for requesting information with an informal request to the department you believe may hold the information required. You will be assisted in your request and told whether the information is readily available or if you will be required to submit a formal request under the Act.

When an informal request to access information is denied, a formal application can be made under the Access to Information Act (ATIA).

  • Submit a formal application for the requested records to the Access and Privacy Office.
  • Provide sufficient detail – enough information must be provided to enable our office to locate or identify records within a reasonable time with reasonable effort.
  • Include the required fee – An initial fee of $25 is required for general (non-personal) information requests. If you are requesting your personal information, there is no initial fee.
  • Payment can be made in person at the City Administration Office or by cheque payable to City of Beaumont. Please do not mail cash.
  • For both types of requests, additional fees may be assessed in accordance with the ATIA’s Fees Schedule.
  • A member of the Access and Privacy Office may contact you to clarify your request.
  • The City must make every reasonable effort to respond to a request no later than 30 business days after receiving it, unless specific exceptions apply that warrant an extended period of time for the City to respond.

An applicant may request the Office of the Information and Privacy Commissioner (OIPC) to review any decision made by the City that relates to a request.

Some municipal facilities use video surveillance systems for safety and security purposes. In the event of an incident involving suspected criminal activity, individuals should contact the RCMP. Where authorized under applicable law, the RCMP may request and be provided access to video surveillance footage as part of an investigation.

Privacy Management Program

Under Alberta’s Protection of Privacy Act (POPA), the City is required to implement and maintain a privacy management program (PMP). This program ensures that personal information in the custody or control of the City is properly managed and protected and supports transparency and accountability through documented privacy practices.

The City is committed to protecting personal information and handling it responsibly, transparently and in accordance with the law. Compliance with POPA is a legal obligation and a priority for the City. Strong privacy practices help maintain public trust and properly safeguard personal information. By investing in a proactive and well-supported PMP, the City reduces the risk of privacy incidents and strengthens accountability in how personal information is managed.

The City Clerk is designated as the Access and Privacy Officer and is responsible for administering the Access to Information Act and the Protection of Privacy Act, including making decisions in accordance with legislative requirements.

All new employees are required to complete access and privacy training. This training must be completed at least once every three years; however, it may be reassigned earlier where required based on role changes, updates to legislation or identified training needs.

The City will continue to review its PMP for relevancy each year. New or updated information from the Province of Alberta or the OIPC will be incorporated as it becomes available.
