General Design Standards

Beaumont's General Design Standards are intended for consultants, engineers, municipal staff and developers involved in the design and construction of infrastructure and land development projects in the City of Beaumont.

Utility Line Assignment (ULA)

ULAs are required for the installation of franchise/third party utilities on City land. All applications and required supporting documents must be submitted to Engineering Services a minimum of 15 business days in advance.

Written approval is needed before any construction or installation of shallow utilities starts. Before work starts on site you must also have other relevant approvals, such as a Road & Sidewalk Closure.

All City of Beaumont rules, regulations and guidelines must be followed by utility companies and/or their contractors.

The complete permit application package will include:

  1. Completed application form,
  2. Drawing/plan and
  3. COB receipt of payment.

Send all of these items to permits@beaumont.ab.ca.

Engineering will then review, approve or decline the referred application.

Effective January 1, 2026, a $200+GST application fee and a $100+GST application extension fee per permit are required, per the City’s Fees and Charges bylaw.

A “COB Receipt of Payment” must be included with all applications.

Drawings/plans of the proposed installation are required and must follow the City of Beaumont ULA Drawing Standards.

Installation of franchise utilities such as street lighting, power, gas, telephone, cable television and internet must follow the City of Beaumont General Design Standards – Section 3.6 Franchise Utilities.
