Tighter Construction Waste Rules Take Effect June 1

The City of Beaumont is updating construction waste rules in response to ongoing resident concerns about loose debris blowing into yards, roads, ditches, parks and natural areas.

Effective June 1, 2026, construction sites in Beaumont must use purpose-built, manufactured waste containers equipped with fixed lids.

The changes to the Community Standards Bylaw are intended to keep construction waste contained on site and reduce the impact on neighbouring properties, public spaces and nearby agricultural land.

“Beaumont is growing and with that comes a shared responsibility to care for the community we’re building together,” said Mayor Lisa Vanderkwaak. “For residents, this is about the neighbourhoods they live in every day. For builders, it is about helping shape places that reflect the pride people have in Beaumont.”

Under the updated rules:

  • All roll-off construction waste bins must have manufactured, attached lids
  • Piles of debris, lidless dumpsters, canvas bags, or bins covered with loose plywood or tarps are no longer allowed
  • Bins must be kept completely closed when crews are not working, including lunch breaks, overnight and on weekends
  • During permitted work hours, from 7 am to 9 pm, bins may only be open while crews are placing waste in the bin
  • Bins must be closed securely during high winds to prevent debris from blowing around the site or into nearby yards

The updated bylaw also includes new fines:

First offence: $1,000
Second offence: $2,000
Third offence: $5,000

The City notified builders and developers of the updated standards so they can coordinate with their waste providers and make sure crews understand the new rules before they take effect.

Residents completing minor home renovations or repairs do not need to rent a commercial construction bin if their waste fits into their regular residential curbside carts, follows normal waste collection rules, and extra materials are secured so they cannot blow away.

Residents can report ongoing concerns about active construction sites through the City’s Report a Non-Emergency tool.

Residents or their contractors may need to use a compliant construction waste bin with a lid for larger renovation projects that produce more waste than what fits in regular curbside carts.

The fines are increasing to reinforce the expectation that construction waste must be properly contained on site. Site cleanliness is the responsibility of every contractor, builder and developer, and the fines are intended to place responsibility for non-compliance on the party responsible for the construction site.

The updated rules and fines take effect on June 1, 2026.
