Public Hearing: 3 Bylaw and Plan Amendments for Place Chaleureuse Land Development

Public hearing June 10, 2025 at 5 pm: There are two bylaws and an Outline Plan amendment being considered at this public hearing: Bylaws 1048-24, 1049-24 and the Place Chaleureuse Outline Plan Amendment.

Please note: This public hearing is being re-advertised following postponement of the previously scheduled public hearing on May 14, 2024. Changes to the original bylaw are noted below.

Bylaw 1048-24 Place Chaleureuse Municipal Development Plan Amendments

The purpose of proposed Bylaw 1048-24 Place Chaleureuse Municipal Development Plan Amending Bylaw is to amend Bylaw 938-19 Our Complete Community: Municipal Development Plan. The amendment would change the land use designation of:

  1. A portion of Condominium Plan 2120339, Unit A (5603 Magasin Avenue) from ‘Commercial’ to ‘Established Residential’
  2. **New for 2025**: Plan 192 0707, Block 5, Lot 14MR from ‘Parks & Open Space’ to ‘Established Residential’

Bylaw 1049-24 Place Chaleureuse Neighbourhood Land Use Bylaw Amendments

The purpose of proposed Bylaw 1049-24 Place Chaleureuse Neighbourhood Land Use Bylaw Amending Bylaw is to amend Bylaw 944-19 Our Zoning Blueprint: Land Use Bylaw by redistricting the following lands from Commercial (C) District to Integrated Neighbourhood (IN) District:

  1. A portion of Condominium Plan 2120339, Unit A (5603 Magasin Avenue)
  2. **New for 2025**: Plan 192 0707, Block 5, Lot 14MR

The redistricting will permit medium density residential development on these parcels.

Place Chaleureuse Outline Plan Amendment

The purpose of this amendment to the Place Chaleureuse Outline Plan is to facilitate the proposed associated redistricting application (Bylaw 1049-24 Place Chaleureuse Neighbourhood Land Use Bylaw Amending Bylaw) by redesignating:

  • A portion of Condominium Plan 2120339, Unit A (5603 Magasin Avenue) from the ‘Commercial’ land use to ‘Medium Density Residential’
  • **New for 2025**: Plan 192 0707, Block 5, Lot 14MR from the ‘Park” land use to ‘Medium Density Residential’
