A new way to pay for renovations that make a difference.

Beaumont residents can apply for eligible CEIP projects starting March 24, 2026. Review the checklist to prepare your application and return on March 24 to apply.

The Clean Energy Improvement Program (CEIP) helps homeowners finance energy-efficient and renewable energy upgrades for residential properties. The program offers flexible, low-interest financing that covers upfront project costs. CEIP is administered by Alberta Municipalities.

Key features

  • Finance up to 100% of project costs, up to a maximum of $50,000
  • The City of Beaumont offers a competitive fixed interest rate of 3.5%

  • Applicants have up to 20 years to pay back their CEIP loan, with the option to repay in full anytime—penalty-free.
  • Payments are added to the property tax bill.

Important information:

  • Financing stays with the property, not the owner.
  • When selling, owners may either:
    • pay off the balance, or
    • disclose the balance to the buyer, who continues payments through their property taxes and benefits from the upgrades.

  • Up to $1,100 in total rebates is available for completed CEIP projects:
  • $400 for all approved, completed CEIP projects
  • $700 in additional rebates for projects achieving a 30% energy reduction (confirmed by a post‑project EnerGuide evaluation).
  • The rebate is applied directly after the project is finished to homeowners’ Clean Energy Improvement Tax, reducing your total financing amount.

Eligibility requirements

  • Participants must be the legal owner of an existing low-rise residential property in Beaumont.
  • Participants must meet all requirements in the Terms & Conditions [pdf].

Eligible upgrade projects

The Clean Energy Improvement Program has more than two dozen eligible residential energy efficiency and renewable energy upgrades that can make your property more comfortable and energy efficient.

Upgrade categories include:

  • Heating, ventilation and air conditioning: A high efficiency furnace or heat pump will keep you warm in the winter and cool in the summer.
  • Renewable energy, solar PV and solar thermal: Harness the power of the sun to generate heat and electricity, any time of year.
  • Lighting: Enjoy higher quality and dynamic lighting while saving energy with LED upgrades.
  • Water heating: Stop pouring money down the drain when you get tankless hot water and drain heat recovery.
  • Doors, windows and insulation: Keep your home warm by adding insulation and upgrading windows and doors.

 

Preparation checklist

Applications are submitted through Alberta Municipalities. To avoid interruptions or delays, review the program details and requirements below:

  • All property owners need to sign the project application form and program agreements.
  • One property owner must sign the pre-qualification form and upgrade completion forms.
  • Read the Terms & Conditions [pdf] before applying.

Residential properties must be existing buildings that are either a single or semi-detached house, row house or town home.

  • All property taxes within the last five years are paid.
  • There are no late tax payments on any properties owned by the applicant in the past five years.
  • Applicant must be in good standing for all other City accounts, such as utilities, permits, bylaw, etc.
  • The property is not in foreclosure.
  • Applicant is not in bankruptcy or receivership.
  • All property-secured debt payments, like mortgage and home equity line of credit, are up to date.

  • Have copies of each agreement ready.
  • Check with the mortgage lender to see if their consent is needed before before applying for CEIP financing.
  • The home insurance policy must cover full property value and at least $1 million in liability coverage.
  • If the property is part of a condo or shared property building and the project will impact shared facilities and/or property, written approval from the condo board or building owner is required with the application.

How to apply for CEIP

Follow these eight steps to complete the CEIP application:

Step 1: Pre-qualification – Read the Terms & Conditions [pdf] and complete the pre-application form to confirm the applicant and property meet the program qualification criteria.

Step 2: EnerGuide home evaluation – Once pre-qualified, schedule an EnerGuide home evaluation to assess the property’s energy performance and identify improvement options.

Step 3: Project application

  • Choose a qualified contractor.
  • Plan the project.
  • Submit the project application to Alberta Municipalities.

Step 4: Agreements – Once approved, sign the Clean Energy Improvement Agreement and Project Agreement.

Step 5: Project installation – After signing the agreements, work with your qualified contractor to complete the improvements.

Step 6: Upgrade completion – Submit the required completion forms once project is complete.

Step 7: Post-project EnerGuide home evaluation – Complete a post-project EnerGuide evaluation once the project is done to provide a new rating and label based on your home’s upgrades.

Step 8: Repayment – Repay project costs through your property tax bill as outlined in your CEIP agreement.
