This letter is to advise you that Invistec Consulting Ltd., on behalf of 166285 AB Ltd. has submitted an Area Structure Plan, called the Elan Area Structure Plan (ASP), for land on the west side of Beaumont. The plan area is bordered by Range Road 244 to the west, Township Road 510 to the north, Range Road 243 to the east, and Highway 625 to the south. The plan area comprises 515 hectares (two sections of land).
The Elan ASP proposes a variety of land uses including low density residential, medium density residential, commercial, business park, community mixed use, private recreation, municipal reserve, super wetland, and environmental reserve. A location map and the Elan Land Use Concept map has been included for your review. You can access the entire plan and the corresponding supporting documents at http://www.beaumont.ab.ca/elan.
An ASP is a statutory plan adopted by Council by bylaw under the Municipal Government Act. The ASP must comply with Provincial Legislation and Regulations and higher order Statutory Plans such as the Intermunicipal Development Plan and the Municipal Development Plan. The Elan ASP provides the framework for future development of the west 2017 annexation lands. All undeveloped or unplanned areas in Beaumont are required have an approved ASP prior to development.
Due to the timing of the municipal election and a request by the applicant, a Public Hearing on the Elan ASP originally scheduled for August 22, 2017 was deferred. As a result, a new Public Hearing will be held on the Elan ASP on November 28, 2017 at 7:00 pm in the Council Chambers of the Beaumont Administration Office. Comments on the Bylaw can be made at this hearing. You are encouraged to attend this meeting if you wish to make an oral presentation to Council or to hear what others have to say. Written submissions can be sent to planning@beaumont.ab.ca and will be accepted until noon on November 28, 2017.
