1. What is a Special Permission?

A special permission is a one-time exemption for a set period of time allowing for the temporary waiver or relaxation of a specific bylaw. This permission is granted by TBD.

2. What situations require a Special Permission?

Several situations require Special Permission including:

• Any partial obstruction or closure of a public roadway such as:
  • a parade, 
  • a bin or POD placed on a municipal roadway used for moving, construction, renovation purposes, or tree removal/landscaping purposes
  • landscaping material placed on the roadway,
  • a block party,
  • a fundraising or “fun” run that crosses town roadways
  • street performance

• Any event planned to be held on Municipal (Public) Property that limits use by the public, requires a temporary structure (tent or stage etc.) or requires relaxation or waiver of a Bylaw such as:
  • Private BBQ
  • Private Block Party
  • Concert or Festival
  • Ball Tournament
  • Bouncy Houses
  • Stage
  • Special Event Tent

3. Why do I require a Special Permission for my event?

A Special Permission allows you to temporarily be exempted from specific aspects of specific bylaws which include but are not limited to:

• Noise Abatement Bylaw
• Parks and Facilities Bylaw
• Traffic Safety Bylaw

Open communication with City resources is crucial while planning your event or in regards to using a public roadway.  It ensures that all residents of the City are kept safe and that you have assistance from the City of Beaumont as it relates to keeping your participants safe. For example, parades often require road closures as well as a police or fire escort, it is important for the Fire Department, RCMP, and Municipal Enforcement to have prior knowledge of the event to ensure adequate staffing levels and to prepare alternate routes in case of an emergency situation.

4. Who is consulted in the granting of a Special Permission?

The RCMP, Fire Department, Municipal Enforcement, Public Works, Building Services, Planning, Parks & Facilities, and Recreation & Culture are consulted when consideration is being given to grant a Special Permission. TBD will ultimately decide whether permission is granted after consulting the necessary parties. This ensures that all affected City resources are aware of the event/request so that they can plan accordingly, notify their staff, and ensure all necessary considerations are included in the Special Permission letter.

5. How do I apply for a Special Permission?

The form to apply for a Special Permission is available on the City of Beaumont website under the www.beaumont.ab.ca/570 page. You can submit the form either by email to events@beaumont.ab.ca or, in person or by mail to the City Office: 5600 49 ST, Beaumont, AB, T4X 1A1. Please send it attention to Community Events. Please ensure all details are included in the form and legibly printed. Please include additional documentation such as maps, insurance documents etc. for your event to prevent any delays.

6. Special Considerations

Please note: Additional permitting may be required in certain circumstances. For example, if you will be serving food at your event, you MAY need a health permit for food handling. The City of Beaumont is not involved in this process but will provide the contact information required.

7. How long will it take to complete my request?

We will acknowledge receipt of your request within 2 business days. 

Processing time for special permission applications varies and requires a minimum of 10-15 business days. As part of the special permission process, events frequently require additional permits (such as development permits, building inspections, sign permits and road closure permits) as well as the submission of additional documents (such as proof of insurance and notification to AGLC and/or AHS, etc.). All event organizers are strongly encouraged to submit their special permission application a minimum of 4-6 weeks before the event date.

Encroachment permits to accommodate bins, PODS, or landscaping materials, can typically be processed in 5-10 business days.
