Statutory and Non-Statutory Plan Applications
The City of Beaumont has received the following plan applications:
Beau Val Park/Beaumont Lakes South Area Structure Plan Amendment and Redistricting (ASP-2023-03 & LUB-2023-01)
The City of Beaumont received an application to amend the Beau Val Park/Beaumont Lakes South Area Structure Plan.
Application Overview
The application proposes to amend the Beau Val Park/Beaumont Lakes South Area Structure Plan so as to revise the major land use concept, servicing plan, and transportation system for the area within Parcel D. To accommodate the proposed land use changes, the amendment includes:
- Extending the Low Density Residential area north of 30th Avenue and west of the LeBlanc Canal
- Adding a Medium Density Residential site; changing the Mixed Use site to a Commercial use and reducing its size
- Reconfiguring the Stormwater Management Facilities
- Proposing an additional two canal crossings (1 local roadway and 1 pathway and emergency access)

The application also proposes to redistrict all lands currently designated Agricultural Holdings to Conventional Neighbourhood, Integrated Neighbourhood, and Commercial, to accommodate development in accordance with the proposed Area Structure Plan amendment.

Azur/Lakeview Area Structure Plan Amendment (ASP-2023-02)
This application has been put on hold.
The City of Beaumont received an application to amend the Azur/Lakeview Area Structure Plan.
Application Overview
The application proposes to amend the Azur/Lakeview Area Structure Plan in the following ways:
- Amend the direction of flow of sanitary servicing and connection to existing sanitary services
- Amend the direction flow of storm water
- Amend the direction of development
The proposed amendment will allow for connection to the existing infrastructure in the north half of the Azur/Lakeview plan area, rather than from the Beaumont Lakes neighbourhood to the west, as was originally proposed.

Ruisseau Outline Plan Amendment (OP-2023-01)
The City of Beaumont received an application to amend the Ruisseau outline plan.
September 11, 2023: OP-2023-01 application has been withdrawn. No changes to the 2013 Ruisseau Outline Plan are being proposed at this time.

- Why is the land developer removing a portion of green space (public utility lot) in the northwest section of the storm pond?

The proposed application is not removing or making changes to a portion of the public utility lot in the northwest section of the stormwater management facility. The amendment to the northwest section of the stormwater management section is to update the development concept map to reflect what has been developed to date.
- Will there be increased residential density?

The proposed plan amendment will result in an increase of the area of low-density residential by 0.7 hectares (1.73 acres). This change results in approximately 18 additional dwelling units (houses), housing around 65 people.
- Is this proposed plan amendment decreasing future municipal reserve land dedicated for recreational use?

No, the proposed plan amendment does not change the land dedicated to the City as municipal reserve (recreational/school land). The applicant is proposing to reconfigure the local road network, and the municipal reserve land does not decrease the total amount of municipal reserve dedicated to the City.
- What has the City of Beaumont heard from residents?

The City will be creating a summary of what was heard from residents about the proposed plan amendment. This summary will be formalized and will be included in a report to City Council about the proposed plan amendment.
- Why didn’t I receive a mailed notification about the proposed amendment?

The City of Beaumont creates the property notification list based on where the plan amendment boundary is located. Once the boundary is marked on a map, a 100-metre radius is applied to identify all the properties located within 100 metres from the amendment boundary. If your property is outside this radius, you would not have received a mailed notification.
- What is an outline plan?

An outline plan is a non-statutory plan that provides land use and servicing frameworks to guide future subdivision and development within a neighbourhood that are consistent with the City’s municipal development plans, as well as other relevant municipal policies and plans at the time of adoption.

- How does the outline plan amendment process work?

Step 1: Application Submission
The Planning and Development department accepts planning application submissions from applicants to amend statutory or non-statutory plans in Beaumont. The applicant will submit their proposed plans and rationale to the City, along with any required supporting studies or reports.
Step 2: Application Referral
The City will send notification of the planning application to adjacent property owners, as well as internal departments and external agencies, such as utilities companies and provincial ministries. Feedback received will form part of the land use analysis and evaluation to improve the application, which may include an update to the application.
Step 3: Application Considerations
The assigned city planner considers all feedback received when making a recommendation to City Council on the plan amendment. In some situations, if there are significant changes to the application, the application may be referred to adjacent property owners and other departments and agencies again for more feedback.
Step 4: Public Hearing
The public will have an opportunity to attend a non-statutory public hearing and speak directly to City Council regarding this proposed plan amendment. The notice of this non-statutory public hearing will be mailed to adjacent property owners, published in the La Nouvelle Beaumont News newspaper, and posted on the City of Beaumont website.
More information on how to submit a written or verbal statement will be supplied on the notice.
After the non-statutory public hearing, City Council will consider the plan amendment application.
